Digitalizing Social Welfare Payments

Financial support for families receiving minimum income benefits is essential for a successful start to the school year. Previously, the 150-euro subsidy was disbursed through an analogue, time-consuming process. Together with the Austrian Federal Ministry of Social Affairs, &amp developed a prepaid solution to fully digitalize these payouts. In addition, a modular infrastructure was created for the fast, secure, and purpose-restricted distribution of funds.

Project Development

The project encompassed the development of the iOS and Android applications, the upload platform for the federal states to manage recipient data, the administration and reporting tool for detailed evaluations and EU reporting, as well as the integration of digital payment cards via an external partner.
To ensure efficient project management and meet the desired timeline, we carefully planned the entire process over a period of three months.
We utilized Jira, our preferred project management tool, to create a detailed roadmap that allowed us to track progress, assign tasks, and collaborate seamlessly, resulting in a streamlined and successful development journey.

User Experience

The team created high-fidelity, clickable prototypes. Through extensive usability testing with actual voucher recipients, the user experience was validated at an early stage. The focus was on making navigation as intuitive as possible. Based on the findings, the design was adjusted to ensure a simple and trustworthy user experience.

Tech Stack

On the technical side, Expo was used for the joint development of the iOS and Android applications. Platform-specific adjustments were made, for instance, for the wallet integration.
The backend is built as a cloud-native application in Microsoft Azure to achieve maximum scalability and performance. The business logic is executed serverless using Azure Function Apps. For secure access control and authentication, we utilize Azure Entra ID. The architecture is complemented by Azure Front Door for efficient routing and comprehensive monitoring features that ensure system stability.
The central focus was on the deep integration of the payment service provider. This required writing complex app extensions for direct communication with the Apple and Google Wallet APIs.

Testing & Roll-out

From App to Wallet Integration

The Know Your Customer (KYC) process, including the biometric liveliness check, was implemented. This was required for amounts exceeding 150 euros and demanded compliance with strict, bank-like regulations.

Alongside this, the upload platform was deployed. It processes data from the federal states by converting uploaded Excel files into database entries and generating the dispatch letters. Each letter included an individual QR code, which granted recipients direct access to the app. To prevent system overload, the federal states staggered the mailing of the letters containing the access QR codes.

The &amp-team provided intensive first-level support, as many recipients were encountering such a digital process for the very first time.

Technical Obstacles

Several technical aspects are in focus for the launch of the digital voucher system. Stable load balancing ensures that all eligible individuals can activate their vouchers without delay at the start of the school year, even during peak onboarding traffic. At the same time, the cloud-native distributed system, including communication between services and the app, must meet extensive compliance requirements. These include state and federal legal requirements as well as technical standards such as Apple Wallet integration and the guidelines of the card-issuing banks.

Regulatory Complexity

The integration of a real payment card to be used in Apple Wallet entailed far-reaching consequences. The entire process was subject to strict Apple and banking regulations. This required additional testing loops, writing app extensions, and developing features to ensure compliance with security requirements. The increased technical complexity of the project demanded fast, agile solutions.

An Impactful App

Results

The introduction of a new technology to a heterogeneous target group was highly successful, achieving a redemption rate of 94%, which demonstrates that the digitalization of the process was widely accepted by those affected. Recipients benefit from discrete, straightforward payment options. At the same time, the Ministry of Social Affairs reduced administrative costs by cutting pickup locations by 37.5% and now utilizes a transparent reporting tool.

Impact on the Team

By successfully delivering this complex project, the team acquired unique know-how in a demanding, highly regulated market segment. The proficient handling of the Apple Wallet API, the issuance of payment cards, and the implementation of the KYC process now represent valuable expertise that &amp can leverage for future projects. Through this challenge, the entire team gained invaluable experience in building highly sensitive, scalable financial applications.
